On 16 June an anonymous source informed mass media about the dissolution of the Federal Drug Control Service (FDCS). According to some media, the activity of the FDCS was amount to inefficient one and the Department was to be dissolved by the end of this year, as most of drug-related crimes are solved by ordinary police. At a special mews conference Sergey Ivanov, the head of the Federal Drug Control Service denied this information. “I can go on record: no dissolution of the Federal Drug Control Service is expected either in 2012 or any other year”, Ivanov said. “I believe that the beast-like muzzle of drug mafia is seen behind this campaign (rumours about the FDCS dissolution)”. He also emphasized the similarity of the situation with the events which took place a year ago when so called “Global Commission on Narcotic Drugs” published its report saying that the war against drugs is lost and calling for legalization of drugs. “This information promoted the interests of people who shielded drug trafficking, and the campaign we are facing now is also initiated by such figures”, Ivanov stated with certainty. It’s noteworthy that un general-secretary Kofi Annan, the former UN secretary general and former presidents of Switzerland, Mexico, Colombia and Brazil were mentioned among the authors of the report. Then Victor Ivanov called the report “a global PR action devoted to propaganda of drugs”, saying that drug mafia pays a lot for such kind of demarches. According to the head of the FDCS, the Department cleans about 85% of all drug-related crimes, and the amount of solved crimes increased four times in comparison with 2003, when the FDCS was dissolved.
